On the evidence of Portugal, it doesn't seem to bring any additional ills at all. In fact overall drug usage has fallen by around 10%.

We've created such a mess that the system of law enforcement and the self destructiveness of drug addictions which also carry over to a degradation of society at large, have become codependent. Legalization wouldn't clean up that mess but it could be part of a more comprehensive clean up plan. Legalization alone does not leave us blissfully free to coexist in harmony. We still have an obligation to encourage healthy, productive, and responsible living, while taking stands against brutal offenses to humanity, even the self destructive kind. Law enforcement, such as it is, seems misdirected in that regard.
