Both destruction of the neighborhood and emitting Carbon that has negative impacts to humans are both classic cases of a "Tragedy of the Commons".

You can say that this is purely an economics discussion, but being a Catholic, I clearly see that this has moral implications as well. I taught my kids not to throw their trash on the ground because of the costs of cleaning up litter and also because it is immoral to destroy the beauty of our living environs. It is morally right to be good stewards of our planet.
