True, but I'd bet that consumption of energy rises in direct proportion to income and wealth. A guy living in a 10 room mansion, driving a Porsche uses more energy than I do. So he'll pay more of this carbon tax than I will. Consumption taxes are progressive and a good idea. I'd much rather have a consumption tax than an income tax. It aligns incentives towards a sustainable economy.
