My point is that why should some government workers get to keep the bloat while other's salaries go to zero. Not to mention the private sector...losing a job means going to zero too.

Bloat is relative... the private sector has more bloat.

I'm not sure why the private or public sector doesn't cut pay before doing layoffs. I think there is an institutionalized rejection of the idea of cutting pay in this country... it's just not done (good times or bad times). There is also the fear of leaving a demoralized workforce in place; at least if you fire people they are gone not sewing dissension.

I also think unpaid furloughs make a lot of sense... put the whole bunch on 4 day work weeks. At least there is an upside... three day weekends.
