What's the difference between a nation and a government?

You can have a nation without having a government.

The Jews are a nation. Is there one government which represents all Jews?

The Kurds are a nation.. Is there one government which represents all Kurds?

These are ethnic/cultural nations.

But nationhood can also apply to non-ethnic groups of individuals who unite behind commonly held values. And that's what makes the USA a nation. We hold certain truths to be "self-evident" and those are the values that bind us together as a nation.

What you are trying to convey is that STATES have governments. A STATE can consist of multiple nationalities.
