I seem to recall Hoover raising taxes and trying to balance the budget once the Depression hit. Bad idea then and now. We have to get through the current crisis without triggering a wholesale financial collapse through pure fiscal starvation.

Once the mortal threat is gone, a longer-term rational plan can be worked out. It's not an "either-or" proposition, it's a "first this, then that" plan.
