To date, our biggest deficits have been with a R president and R Congress.

Wrong.

As a percentage of GDP, our biggest deficit by far was with a D president and a D congress.

Our biggest deficit in nominal dollar terms was under R/D

And as soon as the fiscal year is done, our biggest deficit in nominal dollar terms will also be R+D/D since both Bush and Obama played a role in determining the spending in this budget but on the side of congress its a clear Democratic majority.

The common theme is that you have a Democratic controlled congress.
