Yes, clear distinctions of authority are helpful. I set up districts and regions for drug and EMS programs. And I set it up so policy flowed from the bottom up. Cities to Districts to Regions. The one thing about Alaska is that our social systems are pretty sophisticated and in tact. We hippies set a lot of them up in the 70's to 90's. We dems were always way outnumbered, but got a couple of dem governors in and we knew what to do with the power. My ex's husband was majority leader. His claims to fame included computers in every school, bike trails, first womens commission and we dems always funded needed social services.
