How about the idea of using income tax form to handle credit or fine.. i wonder how many do not file income tax?

I reacted to that, too. I would assume that under this system everyone would have to file. Wouldn't work otherwise.

That was an attempt at sarcasm - a play at "re-education" camps of various totalitarian regimes. For that's what intrusive government is all about. Once they start coming up with more of their Big Ideas - and then, begin putting "teeth" into them - you never know where it ends.
