Sort of sounds like what the right wing has done with pot, keeping it illegal and creating lots of villians.

Absolute justice is achieved when everyone's needs are met absolutely and simultaneously. Anything less_ would be merely good intention. That's not to say every action is imbued with good intention, in fact, it is more likely that genuine good intention is rare. The moment, however, could not be more perfectly just than it is.
