Not suggesting otherwise. My point is and has been that a lot of the elderly have no significant income beyond Social Security so they don't have to file. That there are people who are financially strapped yet have enough income to have to file is beside the point.

for example over age 65 unearned income for individuals in 2007 (do not have latest numbers) was over $3450. (ie cd's)

It takes a pretty good nest egg at current interest rates to produce $3450 in unearned income from CDs. There are a lot of elderly who barely have any savings at all.
