It's like that in every liberal state, why do you think Calif. is broke. 15 years ago she worked in the county for risk management. At that time they had 9 people working there. My wife and another woman did all the work, the others wouldn't even answer the phone, just did their nails while the phone rang. Her main job was to wake her boss up if a bigger boss came in the office, seems she had a night job at some private industry and the bastards there would let her sleep on the job, she was making like 90k at the gov job. I bet that office has 30 people there now.

I own a contracting company, I do private and gov work. At the end of their fiscal year(gov people) they would call and say I have 20-50k left in my budget what can I buy (spend or lose it next year and the increase to their budgets) They would say sell me this, I would say I sold you one of those last year and they last 10-20 years, they didn't care. One place this guy had 7 people in his office, only like 2 worked and the rest just hung out. One day he said to me, hey I just found out if I have 10 people under me I get a giant raise, next time I went there he had 8 people just hanging out at the office. I have work at every Museum on the mall, when I first started in the 70s they would have 30 guards, 25 white guys and 5 black guys, 10 years later they had 200 guards 25 white guys and 175 black guys. Sometimes I would be in the room where they had their daily meetings, the Captain of the guards would say, well 3-5 more museum pieces were stolen last week. I can't tell you how many guards I saw sleeping. I have seen the waste just grow and grow, it's workfare
