The cities may be but not the counties. And its important to note that Syracuse may have 140k people but Onondaga County has over 600k and Rochester may have 240K residents but Monroe county I believe is close to a million. Now Buffalo/Erie county has always been Dem and I will not argue that point. In fact, upstate NY in the latest elections split pretty evenly between Dems and Rs but its Rs who control the purse strings.....even now. Now let me repeat my point.......upstate NY was completely controlled by the more affluent Rs during the years when it ws developing. They have shaped the region and placed a heavy stamp on its appearance. The Rs in Onondaga county which was less affluent and more cheap than their counterparts in Monroe and Erie counties determined that asphalt sidewalks were just fine. I know that because those sidewalks were part of a heated discussion held one nite at my uncle's house. He was a professor but he lived in the conservative suburb of Dewitt......at least it was in the 1980s. He is the father of my two cousins who are now Rs and live in FLA and TN. Ithaca hardly represents upstate NY. It is the only true liberal bastion in that part of the country........more liberal than even Buffalo.
