After coming into office with more political capital than any politician I can remember, he did basically nothing. He ran as the antidote to New York's traditional "three men in a room" model (where the gov and the majority leaders in both houses make all the decisions in a closed room) and all he did was make it "four men in a room" by adding Mike Bloomberg to the mix. He wasted all of his capital on some stupid issue involving immigrants and drivers' licenses and engaged in a petty feud with Joe Bruno, the Senate majority leader.

He did absolutely nothing of any worth.
