..... But the mentality of the planner remains alive and well in Washington today, along with the aura of cool intellectual certainty. Barack Obama might take a close look at McNamara's obituaries and note that he, too, is the whiz kid of his day.


"Controlling" people's thoughts, emotions and actions is hard to do... and in the end, it doesn't work. If you have a rigid "plan", you must direct and control. That's why tight top to bottom management - and strong central governance - tend to fail. They spend too much time, money and energy on something that is usually quite unnecessary.

I see this in healthcare, with "watchers" on every level. Inspectors checking on supervisors... millions of forms getting filled... health departments overviewing the bosses.... etc. etc. That's what makes it expensive.

Rather than centralizing it further, I think we need something no one talks about these days - deregulation. Abolishing the JCAH would be a constructive first step. Tort reform is a must -- most malpractice victims can get compensated through arbitration. I bet we can get rid of 70-80% of regulations - and regulators - on all levels, and we'll cut hundreds of billions in costs -- and probably improve the quality of patient care.... since docs and nurses will be able to focus more on their jobs, rather than spend time getting pushed around by parasites.
