theoretically thats what energy and health care will do.

The current plans will have negative impact on the economy. Collecting tax for health plans only pays for it differently and increases waste. We still pay the same for health care, but the middle and upper class pay more and the poor pay less. If the government wants to have a positive effect on the economy through health care then it would be better to collect money to pay for cancer research or some similar plan.

The current energy plan is to use less energy to reduce carbon through increased tax on carbon emissions, this will also have a negative impact on the economy.

The state and local governments already pay for infrastructure repair. Asking the federal government pay for it increases pork and waste, which is a further drain on our economy.
