Because Quayle was never trotted out as the savior of the campaign in '92. I don't remember him being nearly as important in 1992 as he was in 1988, save for the Murphy Brown thing. By '92, I think he was regarded as a liability.

"McCain set himself back"

..by picking Palin. His main line of attack had been - "He's not experienced enough to be president." Then, he picks Palin, far LESS qualified, to be a heartbeat away! Bringing up questions of his own judgement and mental abilities.
