Of course, Putin and other world leaders don't like it when the US takes steps to protect its own industries. There is a practice by US multinationals of complete avoiding the payment of taxes by hold money abroad. It has gotten so bad that US companies have opened up foreign divisions instead of keeping operations at home, in order to avoid payment of US taxes. I'm for deferment during a start up period, but not for indefinite deferment, which only serves to enrich foreign countries, instead of the US.
