When the States use the constituion to challenge the fed govt the fed wins, when the individual uses the constitution to challenge the State govt. the State Govt wins. The trend is toward centraliztion of power.

The only caveat is that if you are a criminal, deviant or non productive person you win. I suspect that is because many on the court just sympathize with such characters.
