While I believe the Rs are not being proactive, they aren't being a "roadblock"; they are trying to save the country.

But the reality is that reforms proposed by the Rs would go nowhere because they have no power and the Ds have different objectives.

For example, the first thing the Rs would do -- and one that is essential to any solution to the problem -- is tort reform. The problem simply cannot be solved without it. Yet, the Ds wouldn't consider it under any circumstances. So, what is the point in the Rs moving forward with it?

I think they should put forth a proposal and don't know why they haven't. But they aren't a "roadblock". They're simply trying to save the country.
