The base of the building was undamaged. That's what keeps it standing. If you can get the upper part of the building falling with the base intact, there's probably more than a 90% chance it will fall vertically. Controlled demolition isn't looking for a 90% probability, they must need more like 99.99%.

Apparently bin Laden was surprised at how well the attacks worked. I don't believe anyone was capable of predicting the effects of the airplane impacts.
