Serge, Corporate buybacks are not reported to the SEC like insider transactions are. Listen in on cc's and you'll often hear analysts ask about the progress in stated buyback plans, as there is no public info on them. Announcements are the easiest way to stem a selloff, and you are correct in your scepticism of the implementation! Also, buybacks to offset option grants are not majorly bullish as opposed to shrinking the overall float. Good Luck, Peter Shaw
