This guy has spent so much time in the health care biz that he has lost the meaning of "insurance." There has, indeed, been a trend away from the concept of insurance but not towards "individual responsibility." Those two are on the same side of the continuum. On the opposite side are HMOs and free health care, those programs that provide complete care communally.


Totally agree. I found the remark to be confused and conflating concepts.
