its old news. they were working on that stuff in chicago 20 (chit maybe more) years ago. What eventually happens is the spread is tightened, which is good. when they changed the decimal increment at NYSE it was to accommodate that type of trading. It was originally conceived as an arbitrage mechanism for exchange rates..UBS was the first to do it (i could be wrong about that but i have direct knowledge of it). If you take a large perspective on it you can just buy GS and hope that their software works really well and they don't end up getting ripped a new one by some hotshot programmer somewhere else.

you won't get the bonus check Sergie was promised but if you time it right you get a dividend an appreciation (stock that is)

Thats how it works down here on the food chain.

There are technical problems with it, which I won't go into here.
