Employing people for infrastructure projects isn't "blowing money". Saving jobs when the unemployment rate is approaching 10% isn't "blowing money". Cutting taxes isn't stimulus, it gets saved not spent.

You can characterize it how you want. Cutting taxes works and pretty much always has. Government spending may be put people back to work, but they're still government employees and when the government money runs out, they'll be out of work again.

Spending money on Amtrak is a waste according to the R book. Only when you spend money on the rich is it a positive.
