It is starting to ramp up. IIRC, $58 billion was spent in June. And it has been increasing every month.

It's getting there... 4th quarter and 1st quarter should see some real $'s spent. People don't realize how hard it is to spend money.

I really think he's trying to time it's effect to the elections, to the extent that it can be done.
