They are moving up, and not canceling (due to massive budget shortfalls) shovel ready projects. What is it about that you don't understand? I don't know if that is happening or not (and you don't, either). But the point is it is not good stimulus because it takes years (most of these projects spending won't happen until 2011 or later) but also because it leads to a waste of money. Some of these projects are unnecessary. The bill contained some 3,000 earmarks, some of which were downright repugnant.
