It is a term invented by the Ds to convince the voters that $800B in wasteful spending is going to help the economy when it obviously is nothing more than, well, wasteful spending. Its a term common to construction indicating a project ready to go into the ground. And the fact that communities throughout the country were developing these projects indicates that they are not a waste except in your partisan mind.
