This highlights another difference between the Bush/GOP policy and Obama's. Bush and the GOP took the posture of saying "they're not doing anything therefore we won't either". Obama, who understands what leadership is about, leads by doing and then works to engage others as they become more ready to engage. That puts us firmly ahead with all the benefits that come from leadership, while pulling others along over time, when they see that they will suffer if they are left behind.
