I agree with your solution, GZ, and also think that if we are intent on subsidizing the uninsured population (which is actually much smaller than the advocates of government health care claim), then it should be done though a voucher system. Also, the antitrust laws that forbid MDs and health care institutions from posting prices for exams/procedures should be repealed.
