I doubt Iran can close the straits

All they'd have to do is sink a supertanker or two, which they're easily capable of doing, and that would effectively shut it down...

Not accurate. Obama has responded to Iran with more sanctions and through his more effective diplomacy than Bush's, he's gotten Russia to sign up to pressuring Iran more as well. So now there is a unified world front against Iran, whereas during the Bush admin, it was the US against Iran. So that is progress that has applied greater pressure, not the let up that you perceive.
