Never 'implied' anything --- just asked you a question.

Now... as far as your claim about "every version of TARP" (not to mention the later appearing TALF, etc.) there MOST DEFINITELY were some major disagreements that Congress (& each of the Presidential candidates of the time) had with what was originally proposed by the Bush team... (no oversight in the original proposals, claim was made that they allowed Treasury to do damn near anything they wanted to do without oversight or clear rules, boundaries, etc.)

Surely your memory still works for stuff that was only nine months or so back?

You are wasting your time. Buddy did not have the slightest idea about interest rates that I am sure you recall and thought the banks were paying back money they do need for other reasons!
