That was the correct thing for her to have said. Aziz himself has stated there was no misunderstanding, that they KNEW the US wasn't going to stand idly by while they invaded Kuwait.

No U.S. ambassador could or should say anything beyond this in a routine meeting. This is SOP for any American diplomat, even today. You have two states we're friendly with, no ambassador is going to go off without instructions from her government and say one word beyond what she said.
