Kenneth is correct. Plaintiff always bears burden of proof in a law suit. However the government would surely be required to produce the document in question. The fact that the government caved,(I suspect, rather than produce the document) gives credence to the claims of those who think something is amiss.

Oh bummer! Required to produce all those documents? Even his Indonesian passport? Or is it a British passport? Indonesian? British? What are the vegas odds on each? Seems like he traveled where no American had access with an American passport. As Artie Johnson used to say " Interesting. Very interesting."
