I was talking from a political perspective..... the ability to get something done within the process. But if you believe his rhetoric, he cares very much about the cost of health care.

Laws are 'social engineering'. That's what Congress does.

Absolutely agree. The issue of cost is relevant to them only because there is some number below which the voters won't raise hell.
