Chris Matthews was outraged because Cheney/the Bush admin illegally told the CIA not to inform congress of the activity. Not because of plans to kill al Qaeda leaders. There is no such requirement, of course. Over an eight year period an average of $125,000/year was spent on talking about this program which was never implemented. Not in ANY WAY worthy of a briefing. This is politics. And anyone who doesn't recognize it as such is just trying really hard not to see the truth.
