You say, "How can something that (according to your figure) is only "3%" deployed yet (leaving out for now the quibble that 40% of the over-all bill was tax cuts, and 60% spending...) be declared a "failure" already?"

Considering the same logic implied in that premature condemnation statement of yours, how could anyone in their right mind even SUGGEST a second stimulus package?
