There always will be things government can do, and produce at least a gross benefit, so there are "legitimate reasons" to grow it, but there are just as legitimate reasons not to do so.

But the conversation wasn't justifications for or against bigger government in general, the point was rather specific, merely having a bigger population, is not enough by itself to justify having a government that's bigger on a per capita basis.
