Its a start. With no roads, selective lumbering is more likely than clear cutting. But heavy equipment manufacturers are very innovative so it doesn't eliminate the possibility all together.

Its like here in Colorado. We have a law against lighting fireworks but it is legal to sell them. Duh, in July there are giant fireworks tent sales on ever corner. They get sold and people light millions of them 'somehow' without getting arrested.

If you are going to approve the cutting of the forest, people will cut the trees 'somehow' with or without road approvals, I can think of several ways and I'm not in the biz.
