Uptick rule removed on July,6,2007
Program trading collars removed October 26, 2007
SP all time high 1576.09, October, 11, 2007
SP traded at 1,552.76 on October, 31, 2007, when the removal
rule went into effect, so that futures could crash the markets.
Collars were in place to prevent a repeat of 1987 crash.
GS eliminated competition and has a record quarter.
