There are huge numbers of foreign medical grads practicing in the US - in reality, we never depended exclusively on American grads... at least, not for several decades. I don't think that opening more schools would solve much - certainly, not the cost problem.

A 6 year MD program makes sense, with heavy emphasis in the sciences the first two years, then pick up with the core medical curriculum.
