Well yes, there probably is something wrong. A few years ago my brother asked me to find out how he could get a copy of his birth certificate because he wanted to get a passport and I lived in the city where he was born. I called city hall and they said to send $x for the service along with the birthdate, parent's names and hospital. It was as easy as that. I got a copy of his birth certificate for him and mailed it to him.
