Who decides what healthcare procedures will be used per individual? That is quite simple. They gather a group of individuals to put together a protocol, so no one person can be blamed. If a doctor requests an exception a Star Chamber reviews the request. The Star Chamber is comprised of celebrities who played doctors on TV, doctors who decided they want a sweet government job and politicians spouses whose party is in power.

That way it is always certain that the right people will get the procedures they need and others will not be allowed to burden the system.

Very few scans are taken of life threatening situations....... But they are amazing machines the problem being that they overused because they can be so profitable when they are used constantly. Any business that uses expensive captital equipment needs to keep that equipment in use to pay for it and turn a profit...eg aircraft...

And incidentally, many people have friends who had scans that showed something that may have killed them....but you will note that although we have about twice as many scanners/person in the US, our live expectancy is still less that of Canada...

That's stupid of you, Tonto. I reckon you don't know how many thousands of people had surgery because of a falsely positive MRI either. And how many died or were maimed by it...You better stick with your Rhubarb crop(sp).
