CLEARLY, no.

I would say that allowing such an increase in leverage in our greatest financial institutions was negligent to the point of being totally irresponsible.

INCOMPETENT, in one word.

The greatest financial collapse for us in eighty years or so... none of which could have been possible without such a KILLING level of leverage being permitted, (you got that right! "Incredible misconduct'.)
