I guess you didn't read the footnotes:

1 Forecasts of the unemployment rate without the recovery plan vary substantially. Some private forecasters anticipate unemployment rates as high as 11% in the absence of action.

The point is that its very difficult to determine what the peak unemployment rate will be in recession. Obama took an average of what economists were saying would be the rate if the stimuless was implemented....which is perfectly reasonable. The fact that so far, Obama has undershot the rate by .5% is not a federal crime except in the R playbook.
