No economist was predicting a max of 8% -- that was Obama doing that and it was arbitrary and without foundation. He said if we got the stimulus passed at once (without anyone reading the bill), then he could keep the unemployment rate at 8%. They used an average rate but whether they did or didn't is immaterial. You're chasing a dog that won't hunt. Sorry.
