Because care is covered and free under welfare programs like ADC. These patients are frequently non-compliant with scheduled follow-up therapeutic recommendations and too often their acceptance of personal responsibility is zero. After all, what do they have to lose? There is no personal cost to their over utilization or their demand for unnecessary care and evaluation. I am amazed that a practicing physician would think socialized medicine is the road to cost effictive, quality healthcare.

People don't have the discipline to control their health....they want their cake and eat it too,taking a magic pill at every way along the hedonistic way.Americans cannot delay gratification...... Everyone has discipline, it merely lies dormant within each of us... if people were only told they actually do have the discipline, then they would awaken it and use it... but people are not told they have any self control, instead people are told they can't do anything for themselves, that they have to depend on some government clerk in Washington to wipe their butts for them, people are told they have no talent, no skills, and they're not allowed to dream, not allowed to hope, not allowed to breathe on their own without some government clerk telling them it's okay to breathe... as a result, we've created a welfare society of people who are beaten down into submission like children or obedient pets... and herein lies the real difference between liberals and conservatives... the liberals want to create a society of people who are mentally and emotionally crippled, a dumbing down of America, lowered standards, a lower bar, lesser hope and smaller dreams... conservatives want to create a society of people who can lift up their eyes, lift up their hopes, lift up their personal aspirations and realize the real American dream is already theirs if only they realized it, that they can stand up on their own two feet and walk and breathe without a government crutch... in America, people can still be and become whatever they want, there are no constraints, no limitations except for what we imagine, but people have been told for more than a generation that they're just not capable of anything without government assistance... this is a tragedy... The same as above... people have been conditioned to believe they can't think for themselves and get some cough drops at the local drug store... we've created a society of zombies who no longer believe they're even capable of thinking for themselves... this is very pathetic...
