MM, you should be asking these questions *before* you make the changes... :)

It may be somewhat different for government employees, but generally for as long as the person continues to work Medicare remains the secondary insurance, supplementing insurance provided by the employer. Upon retirement, Medicare becomes the primary payer, and employer-sponsored retirement insurance (if any) begins to play the part of "medigap" - supplementing Medicare WRT co-payments and deductibles.
