The FCC does not evaluate content prior to an ad being run.

They may investigate complaints, but those would have to be fairly egregious. Not opinion pieces that are protected under free speech provisions.

The networks can and do review whatever they allow to be placed on the airtime they sell.

They are loath to turn away ad revenue from any source, so don't expect much of a veracity filter on the scare ads.
