Coincidentally, I just found out about that Waterloo comment shortly after I responded to your post.

I was responding to your desire to declare victory and move on. Tenchu's seventh rule of partisan politics. The reality is that the passage of universal health care isn't the end of the debate, but rather the next step in the argument.
